MOORPARK – Voters in early returns were rejecting a proposed 1,680-unit housing development north of the city, choosing to preserve the city’s small-town, rural character. With only absentee ballots counted Tuesday night, Measure A6 was losing with 2,513 votes against the proposal and just 98l for it. The measure asked the electorate of this suburb whether North Park Communities LLC should be allowed to build the project outside city limits in county-owned land, which has been protected from development. The ballot measure sought voter approval to annex the 3,544 acres necessary to add the homes north of Moorpark College. The $3 billion community would increase Moorpark’s population by 6,000 residents and generate some 23,000 daily car trips, say planners.
